Might just make EF-40 on a really good day.  Somewhat immaterial as this is a very tough date to find above basic circulated.  To put it into perspective: PCGS has certified less than 60 coins between VF-20 and EF-40 in 40 years.  Just a touch scruffy however it appears to be original, however may or may not pass at a grading service, as they treat 98% of the coins they see with surfaces like this as "cleaned", whether they are or not.  Maybe not perfect (it is a Barber Quarter after all), but perfectly suitable for a mid-grade album set.
