Very well struck for this issue, without signs of the peripheral weakness noted by David Lange (other than just a touch at "STATES"), or the very common weakness in the fasces lines.  This date is common found in certified holders in Fine or even VF without complete lines, being Net graded based upon the surface or Obverse detail.
