This is an old ICG cert, from the first generation of their grading I believe.  In my opinion as a 30+ year NGC/PCGS dealer, the grade is the real deal.  Well struck with most of Liberty's left hand & thumb, 100% white with bold luster - NO noticeable marks in the fields, and I mean Zero.  Almost certainly a coin out of an original BU roll when submitted, and the equal of a coin in any another services holder.  I would bet that this would regrade at MS-65 at PCGS and CAC as well. As this is a $400 coin with CAC approval, might be worth taking the shot for someone ...
